The story centers on LA SWAT officer Lt. Paul Cutler (Macht), who is sent to train Detroit’s SWAT team on anti-terrorism and homeland security. Cutler is given a hard time both from his new team and his new captain. He also starts wooing police psychologist Kim Byers (Pope). An ex-government agent Walter Hatch (Patrick) blames Cutler and his team for the death of the woman he loves after a routine hostage situation, and Cutler needs to use all his skills to keep himself and his team alive against a trained killer.
